What is the greatest obstacle to good translation?

This paper highlights the difficulty in translating cultural language across cultures, and whether literal translations or interpretations attempting to preserve meaning are better any why. Cultural language is often highly specific and difficult to convey in other languages and cultures. It raised the question, is literal translation or a translation that takes liberties to try to explain the cultural context more faithful? Which is better?
